The election to choose the sarkaryavah
The sarkaryavah or general secretary is effectively the second most important position in the Sangh. The general secretary is the executive head of the organisation who looks after day-to-day activities.
While the sarshanghachalak is the top post of the RSS, its incumbent is seen in the role of a philosopher and guide leading the organisation.
According to a report in
The Indian Express, usually on the second day of the three-day ABPS meeting, the incumbent sarkaryawah announces the election. An election officer is then appointed from among the senior functionaries.
One of the senior functionaries then proposes a name for the new sarkaryawah. The proposed name is generally accepted, and the new sarkaryawah is announced, added the report.
The current sarkaryawah Suresh alias Bhaiyyaji Joshi was appointed to the post for the third consecutive time in March 2015. There was speculation in 2015 about Joshi stepping down and deputy Sahsarkaryawah Dattatreya Hosbale taking the charge.
According to
The New Indian Express report, Joshi, now in his 70, is likely to pass the mantle to Hosabale due to health reasons. A senior RSS functionary, on the condition of anonymity, told

However, according to
this Indian Express report, no such move is apparently afoot. “Bhaiyyaji hasn’t given any indication that he wants to step down. So, it is unlikely that he will be replaced,” a middle-level RSS functionary was quoted as saying by

Why is the election important?
According to
News18, a change of guard in the Sarkaryavah's
position historically has had a direct bearing on Sangh’s relations with the BJP. The election is also important as the BJP is trying to make inroads into Karnataka in the upcoming Assembly polls. For this, the BJP will require help from the RSS.
On Tuesday, it was
reported that top BJP leaders, including BS Yeddyurappa and Union minister Ananth Kumar, held a meeting with RSS leaders to chalk out the Sangh Parivar's plan for the upcoming Assembly polls in Karnataka.
The Sangh, however, said it would not directly involve itself in giving electoral help to BJP, but has given freedom to its swayamsevaks (volunteers) to do so.

A crucial triennial meeting of the
Rashtriya Swayamsevak Sangh (RSS) will begin here tomorrow and will chalk out its agenda and course of action for the next three years.
The Akhil Bhartiya Pratinidhi Sabha will also elect the next
Sarkaryawah (General Secretary), the
executive head of the organisation who looks after its day-to-day activities, on March 10.
According to reports, there might be a change in the leadership in the RSS, the ideological parent of the ruling BJP.
Bhaiyyaji Joshi is currently the Sarkaryawah, effectively the number two after Sarsanghchalak
Mohan Bhagwat.Addressing a press conference ahead of the three-day meet,
RSS leader Manmohan Vaidya said that elected representatives will take part in the election of 'Sarkaryawah'.
Vaidya, the publicity in-charge of the organisation, said around 1,500 delegates are expected to attend the meeting.
"The main focus of the meeting will be on charting out the course of action and efforts to be made for the next three years," he said.
BJP president Amit Shah,
general secretary Ram Madhav and other senior party leaders are expected to attend the meeting on March 9.
Replying to a query on statues of leaders being vandalised in various parts of the country, Vaidya said, "All these incidents are very unfortunate.

Dattatreya Hosabale to be elevated as No 2 in RSS?
MUMBAI: A major organisational change in the Rashtriya Swayamsevak Sangh (RSS) and its affiliates is on the cards during its annual Akhil Bharatiya Pratinidhi Sabha (ABPS) – the highest decision making body of the RSS - meeting at Nagpur next week.
Around 1,500 representatives of the RSS and affiliate organisations elect the Sarkaryavah (General Secretary) of the RSS at the ABPS meet every three years.
Now in his 70s, current Sarkaryavah Suresh aka Bhaiyaji Joshi was first elected to the post in 2009. During the past two years, due to health reasons, he had shared part of his work with Saha-Sarkaryavah (Joint General Secretary) Dattatreya Hosabale.
At the ABPS meeting next week, Joshi is likely to formally pass the baton to Hosabale (63).
While the Sarasanghachalak is the head of the RSS, the Sarkaryavah is the executive head who also steers other organisations in the RSS family. The position becomes crucial with the general elections barely a year away.
Though the Sarkaryavah is elected, the Sarasanghachalak is not. He is nominated by the outgoing chief and can hold the position for life. There have been exceptions when some of them abdicated to infuse fresh blood in the leadership matrix.
A senior RSS functionary in the national executive team, who didn’t want to be named, said Hosabale’s elevation was on the cards for a long time. He, however, chose to keep his fingers crossed. “The ABPS meet is at Nagpur between March 9 and 11 and whatever changes are there would be known only on March 11,” he said.
Several other changes too are expected, like inter- and intra-organisational transfers of the organising secretaries. Major changes in organising secretaries of the Akhil Bharatiya Vidyarthi Parishad (ABVP) and the Bharatiya Janata Party (BJP) are likely to be announced. Sunil Ambekar, the national organising secretary of ABVP who hails from Nagpur and has worked in Gujarat for several years, is likely to be transferred to the BJP while BJP’s organising secretary Ramlal, who has several health issues, is likely return to the parent RSS fold.
The Maharashtra BJP too is on the lookout for an organising secretary after Ravindra Bhusari resigned last June. His successor could be named during the meet.
Lateral entrant from Vidyarthi Parishad
Dattatreya Hosabale, who hails from Sorab in Karnataka’s Shimoga district, started off as a full time worker of the ABVP before becoming its national head. He was later laterally inducted into the RSS and grew in stature.

RSS’ Akhil Bharatiya Pratinidhi Sabha meet in city from 9th

Akhil Bharatiya Pratinidhi Sabha (ABPS), the highest decision-making body of Rashtriya Swayamsevak Sangh (RSS), will meet in the city from March 9 to March 11. The ABPS chooses Sarkaryawah of RSS after every three years, and hence this year’s meeting has got a special significance.
The ABPS meeting will be held in the premises of Dr Hedgewar Smruti Mandir in Reshimbagh here. Around 1,500 important office-bearers of RSS and its affiliated organisations from across the country participate in the meeting in various sessions. These include national executive members of RSS, Sanghchalak from various Kshetras and Prantas; President, General Secretary, and Organising Secretary of 36 affiliated organisations in ‘Sangh Parivar’; and invited members participate in the meeting.
Prominent leaders of Bharatiya Janata Party, Rashtra Sevika Samiti, Swadeshi Jagaran Manch, Vishwa Hindu Parishad, Bharatiya Kisan Sangh, Vanavasi Kalyan Ashram, Akhil Bharatiya Vidyarthi Parishad, Bharatiya Mazdoor Sangh, Vidya Bharati, Vijnana Bharati, Krida Bharati, Seva Bharati, Sanskrit Bharati, Sanskar Bharati, Laghu Udyog Bharati, etc attend the meeting.
In its meeting, ABPS deliberates on various issues of national importance and passes resolutions that are made public through media. The resolutions reflect RSS’ perspective on these issues. In its meeting held last year, ABPS had passed a resolution expressing concern over rise in jehadi activities in West Bengal.
It may be mentioned here that the ABPS held its first meeting in January 1950 at the headquarters of RSS. Bhaiyyaji Dani was elected as the first Sarkaryawah of RSS. Appaji Joshi, the then former Sarkaryawah, had presided over the meeting. After every three years, ABPS chooses Sarkaryawah of RSS.
Currently, Bhaiyyaji Joshi is Sarkaryawah. He was first elected as Sarkaryawah in 2009.
